On 6 November 2025, Indonesia submitted Notification G/TBT/N/IDN/160/Add.2 to the World Trade Organization (WTO), announcing the Draft Decree on HS Codes of Food and Beverage Product Categories Required to be Halal Certified.
The Draft HS Codes for Halal-Certified Products aims to establish a unified HS code system for products requiring Halal certification within Indonesia, covering food and beverages, food additives, cosmetics, and natural medicines. Once officially enacted, it will serve as a legally binding reference in the following scenarios:
When registering product categories for Halal certification outside Indonesia;
To identify imported, distributed, or traded products entering the Indonesian market that require mandatory Halal certification;
When applying for certification from the Indonesian Halal Product Assurance Organizing Agency (BPJPH) or an accredited foreign Halal certification body.
