Malaysia Released A Summary Of Cosmetics Violations In The Year Of 2024, With A Label Non-Compliance Rate Of 80%


In July 2025, the official website of the National Pharmaceutical Regulatory Agency (NPRA) released the 2024 work priorities of the Centre for Compliance and Quality Control of the Surveillance and Complaints Section under its jurisdiction. Publicize the statistics of some cosmetics violations.

Sampling situation

In addition, Malaysian regulators also conducted a label review of 1,943 cosmetics and found that 1,510 had label non-compliance problems, with a non-compliance rate of 80%. The problems of non-compliant products are concentrated in the lack of country of origin information, lack of product batch number, inconsistency between the name of the cosmetics and the notified name, label information is only displayed in foreign languages, and the name and address of the informant are missing. For cosmetics with non-compliant labels, their informants receive a warning letter. The Malaysian NPRA may take stricter enforcement actions in the future to address the current labeling issues.

Advertising regulation

The Regulatory Compliance Department of the Malaysian NPRA is responsible for the regulation of cosmetics advertising. In 2024, the department screened a total of 1,226 cosmetics advertisements, covering mainstream social media and e-commerce platforms, and found 384 non-compliant advertisements, with a non-compliance rate of 31%.

Among the non-compliant cosmetics advertisements, 291 were canceled due to the use of medical claims such as treating asthma, eczema, scabies, joint pain, slimming, and enhancing sexual function, and another 89 advertisements claimed to be inconsistent with cosmetics guidelines.

If it is determined that there is non-compliance after investigation, the Malaysian NPRA will send a warning letter requesting the immediate removal or cancellation of the non-compliant advertisement, or cancel the cosmetics notification. Malaysia's NPRA Regulatory Compliance Department received a total of 101 complaints about valid cosmetics advertisements last year, resulting in the cancellation of notifications for 32 cosmetics.

Quality complaints

In the whole of last year, NPRA Malaysia received a total of 168 complaints about cosmetics, mainly about adverse reactions to cosmetics, prohibited substances, and exaggerated or misleading claims.

81 complaints related to prohibited substances, involving substances such as mercury and hydroquinone. The Malaysian authorities notified member states of 19 cosmetics containing prohibited substances (some products contain more than one prohibited substance) through the ASEAN Market Product Early Warning System PMAS, namely 9 mercury-containing cosmetics, 6 hydroquinone-containing cosmetics, 7 tretinoin-containing cosmetics, and 6 cosmetics containing Betamethasone 17-Valerate. 2 cosmetics containing clindamycin and metronidazole (Clindamycin & Metronidazole).

There were a total of 66 complaints related to claims, and the main problem was claims of medical efficacy or use beyond the scope of cosmetics.
