On July 10, 2025, the Official Journal of the European Union published Commission Implementing Decision (EU) 2025/1175. This decision officially updates the Glossary of Common Ingredient Names for cosmetic products.
Compiled and maintained by the European Commission, this glossary serves as the mandatory standard for labeling ingredient names on any cosmetic product sold within the EU market. The new decision will replace the previously standing version established by Implementing Decision (EU) 2022/677.
Key Amendments
To keep pace with the increasing variety of new ingredients used in modern cosmetics, the Commission has implemented the following changes:
Expansion of Ingredient Listings: To align with newly released INCI (International Nomenclature Cosmetic Ingredient) names, the glossary has expanded from 30,070 to 30,419 entries.
Removal of Redundancies: Certain fragrance and aromatic ingredient names have been deleted, either because they are no longer in use for labeling or have been superseded by updated INCI nomenclature.
Standardization of Colorants: For colorants not intended for hair dyeing, CI (Colour Index) numbers must now be used as the official ingredient name.
Implementation Timeline
Effective Date: July 30, 2025.
Grace Period: A 12-month transition period is provided to allow the industry to adapt.
Mandatory Enforcement: Starting July 30, 2026, all cosmetic products placed on the EU market must comply with the naming conventions set forth in Decision (EU) 2025/1175.
